China’s top leadership is set to convene its fifth plenary session of the Communist Party’s Central Committee this week, with discipline and loyalty expected to dominate the agenda. The meeting comes after a prolonged wave of anti‑corruption purges that have reshaped the party’s senior ranks since President Xi Jinping assumed power in 2012.
When Xi took office, he pledged a sweeping campaign to eradicate corruption throughout the Communist Party. More than a decade later, the campaign shows no sign of abating. According to official data, China’s disciplinary authorities launched investigations last year into more than one million individuals, among them over one hundred officials at ministerial or provincial level.
Analysts have debated whether the ongoing purges are driven primarily by a genuine fight against graft or by a demand for unwavering loyalty to Xi’s leadership. The sheer scale of the investigations – reaching into the upper echelons of government – has fueled speculation that the party is tightening control as much as it is targeting financial misconduct.
Within the party’s inner circles, the lack of apparent discipline among some cadres has become a focal point of discussion. Observers note that senior officials are closely watching the upcoming plenary to gauge how the leadership will balance anti‑corruption measures with expectations of political conformity.
As the meeting approaches, the Chinese Communist Party is likely to reaffirm its commitment to both rooting out corruption and reinforcing loyalty to Xi’s vision, signaling to domestic and international audiences that the crackdown remains a central pillar of its governance strategy.
