A former Rwandan army sergeant major and outspoken critic of President Paul Kagame, Robert Kabera, was found beheaded on the outskirts of Kampala, Uganda, authorities said.
Kabera, who had served in the Rwandan military before becoming a vocal critic of the Rwandan government, was discovered in a state of dismemberment by local police near the capital city of Kampala.
