Abuja, Nigeria — The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has formally launched its Performance Management System (PMS) as directors and heads of departments (HODs) signed performance contracts and took an oath of responsibility, productivity, and effective service.

The ceremony was led by RMAFC Chairman Dr. Mohammed Bello Shehu, who described the event as a "covenant of accountability" rather than a mere administrative formality. Speaking in Abuja, Shehu emphasized that the initiative aligns with the Federal Government’s Renewed Hope Agenda under President Bola Ahmed Tinubu, which prioritizes institutional efficiency, good governance, and improved service delivery.

Dr. Shehu explained that the PMS represents a deliberate shift from routine administrative activities to a result-oriented framework that measures performance against clearly defined objectives. He noted that the commission has made significant preparatory progress, including the development of a dedicated information technology (IT) platform, organization-wide staff training, and capacity building for PMS champions. The Chairman assured staff that the system is designed to empower officers, clarify responsibilities, and identify capacity gaps, rather than to serve as a punitive measure.

“The system was not designed to be punitive but to empower officers, clarify responsibilities, identify capacity gaps and promote fairness in performance assessment,” Dr. Shehu stated.

Comrade Tosin Adeyanju, Secretary to the Commission, welcomed the milestone, describing it as a transition from intention to action and from traditional evaluation to a modern, data-driven system. He urged management staff to take ownership of their performance agreements, stressing that success depends on translating agreed targets into measurable institutional achievements through regular engagement and monitoring.

Other officials also addressed the staff during the event. Ntufam Eyo-Nsa Whitley, Chairman of the Personnel Matters Committee and Federal Commissioner for Cross River State, described staff as the driving force behind the commission’s success and urged them to demonstrate discipline, diligence, and emotional intelligence. He called on PMS champions to provide guidance to colleagues and emphasized that collective responsibility would ensure the initiative’s success.

Technical presentations were delivered by Mr. Nwachukwu John, Head of Economy Team Performance Management at the Office of the Head of the Civil Service of the Federation, and Mr. Ohiro Emmanuel, PMS Consultant with Reliefline Nigeria Limited. Both speakers highlighted the importance of cascading performance contracts to lower levels of staff and ensuring that individual responsibilities align with the commission’s strategic plan and national development objectives. The next phase of the implementation process will involve directors engaging their deputy directors and other staff to finalize departmental targets and key performance indicators.
