Mali: Military Attacks On Civilians, Insurgent Abuses

Mali's ongoing conflict has taken a disturbing turn, with reports emerging of military attacks on civilians and insurgent abuses.

Human Rights Watch (HRW) has called on the African Union to take immediate action to prevent further atrocities in the West African nation.

HRW Urges African Union Intervention

"The Malian military has carried out a series of deadly attacks on civilians in the north of the country, including extrajudicial killings, torture, and enforced disappearances," said HRW in a recent report.

  • "These attacks have been committed with impunity, without any accountability for the perpetrators."
  • "The Malian military has also allowed armed groups to operate with impunity in the north, creating a dangerous cycle of violence and human rights abuses."

Insurgent Abuses Documented

The report also highlights abuses carried out by various armed groups operating in Mali, including the jihadist group Jama'at Nusrat al-Islam wal-Muslimin (JNIM).

  • "JNIM has carried out a range of abuses, including extrajudicial executions, torture, and forced recruitment of child soldiers."
  • "Other armed groups, including the United Front for the Restoration of Democracy (FRODEM) and the Patriotic Movement of Azawad (MPA), have also been documented engaging in abuses against civilians."

Mali's Struggle for Peace

The ongoing conflict in Mali has been ongoing since 2012, when an uprising by the Movement for the Emancipation of the Azawad (MNLA) and other separatist groups in the northern regions of the country escalated into a broader conflict involving the Malian military, various armed groups, and French and international forces.

The conflict has led to the displacement of hundreds of thousands of people and has been characterized by human rights abuses, including those documented by HRW.

African Union Urged to Act

"The African Union must take concrete steps to protect civilians and hold perpetrators accountable," HRW Director for Africa, Daniel Bekele, said.

"The African Union must act swiftly to prevent the situation in Mali from spiraling further out of control."

The report calls on the African Union to:

  • "Ensure that the Malian military and other security forces respect human rights and hold those responsible for abuses to account."
  • "Support and strengthen the Malian government's efforts to protect civilians and hold those responsible for abuses to account."
  • "Support the establishment of an independent investigation into the abuses documented in this report."
