The Federal Government of Nigeria has instructed all ministries, departments and agencies (MDAs) to observe a mandatory 14‑day standstill period before executing any public procurement contracts, a move aimed at enhancing transparency in the procurement process.

The standstill period requires a two‑week pause after a contract award is announced, during which interested parties may raise objections, and the awarding agency can review the award to ensure compliance with relevant regulations.

According to the directive, the pause is intended to curb irregularities and provide an additional safeguard against corruption, thereby strengthening adherence to the Public Procurement Act and related guidelines.

MDAs are now required to incorporate the standstill clause into their procurement procedures, with oversight expected from the Bureau of Public Procurement and other supervisory bodies tasked with monitoring compliance.

Nigeria, Africa’s most populous nation, has faced ongoing challenges in public procurement, including concerns over bid rigging and lack of transparency. The new standstill rule aligns with broader reform efforts to improve accountability and value for money in government spending.
