At the 2026 Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC), Nigeria’s Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, urged stronger international cooperation to bolster the country’s oil sector, improve energy security and attract new investment.

Speaking at the Ministerial Leadership Roundtable, Lokpobiri said Nigeria remains committed to “collaboration and strategic partnerships” as essential drivers of petroleum‑sector development and economic growth. He pledged to create more opportunities for foreign investors, technology providers and financial institutions to participate in Nigeria’s oil and gas industry.

“Nigeria’s commitment to collaboration and strategic partnerships remains sacrosanct. We recognise that developing our petroleum resources and translating our reserves into economic prosperity require sustained investment, technology, expertise and mutually beneficial partnerships. We will therefore continue to drive investment into the sector,” Lokpobiri said.

The minister highlighted that global cooperation is needed to tackle emerging energy‑market challenges, mitigate potential supply disruptions and avoid broader economic crises. He outlined Nigeria’s plan to use its petroleum assets to accelerate industrialisation through higher oil output, expanded domestic refining, petrochemical development, commercialisation of gas and infrastructure upgrades.

Lokpobiri also pointed to Nigeria’s geographical advantage, substantial petroleum reserves and strategic location on the Gulf of Guinea as factors that can strengthen its role in regional supply, trade and industrial development. The ultimate goal, he said, is to make the country’s oil and gas resources a foundation for reliable energy, industrial competitiveness, job creation and sustainable economic growth.
