The video, which circulated online, contains comments that are critical of Peter Obi, the former governor of Anambra State and a presidential candidate.
The Lagos State Police Command stated that Mr Frank’s remarks were made in his personal capacity and did not represent the position of the Lagos State Police Command or the Nigeria Police Force.
According to the police command, the disciplinary proceedings are being initiated to address the alleged misconduct by the inspector.
