The Conference of Speakers of State Legislatures of Nigeria has said it has not yet received the formal transmission of the Constitution Review resolutions, including the Sixth Alteration Bill and the State Police Bill, from the National Assembly.
Conference Chairman Dennis Guwor, who also serves as Speaker of the Delta State Assembly, made the comment in a statement issued by his Chief Press Secretary, Nkem Nwaeke. He noted that while the Clerk of the National Assembly announced the bills had been sent to state assemblies, the formal copies are still pending.
“We are still awaiting formal transmission and as soon as we receive it, we will do what will be good for the people of Nigeria,” Guwor said.

Guwor said the Conference will subject the bills to thorough legislative scrutiny once they are received, emphasizing that the State Policing proposal requires careful engagement because of its impact on sub‑national governance.
Planned engagement with the Nigeria Governors’ Forum
The Speakers intend to meet with the leadership of the Nigeria Governors’ Forum (NGF) to harmonise perspectives on the State Policing framework before state assemblies take final positions, Guwor added. He stressed that such coordination is vital given the constitutional roles of governors and state legislatures in the reform process.
He assured that all Speakers will be kept informed of developments and that any resolutions adopted by state assemblies will be communicated to the National Assembly in accordance with Section 9 of the 1999 Constitution, as amended.
