Cameroon’s President Paul Biya signed a 24‑page circular on 12 October 2026 that sets the framework for the country’s 2027 state budget, outlining a dual mandate of strict public‑spending discipline and a push for “economic patriotism” through the prioritisation of locally produced goods and services.

The macro‑economic plan targets a 3.6 % overall growth rate for 2027, driven by the non‑oil sector which is expected to expand by more than 4 %. Inflation is projected to stay around 3.2 %, while the fiscal deficit is to be contained at 2.7 % of gross domestic product, reflecting the government’s emphasis on balanced public finances amid an uncertain global environment.

To bolster domestic production and preserve foreign‑exchange reserves, the circular makes import‑substitution a “rule of management” for public procurement. All government purchases must give absolute priority to Cameroonian‑made goods and services, a measure intended to stimulate national industry and reduce reliance on imports.

In the realm of public investment, the executive confirms that capital spending will remain at least 30 % of the total budget, in line with the National Development Strategy (SND30). However, President Biya orders a freeze on any new infrastructure projects for 2027, directing ministries to concentrate on completing existing works in transport, energy and potable‑water sectors, especially where delays or outstanding liabilities have accumulated.

The budget also calls for structured financing from international markets, with a preference for debt instruments that meet environmental, social and governance (ESG) criteria. Details of how these strategic directions will be translated into concrete allocations are expected to be debated during the upcoming parliamentary session on the finance law.
